Mansalay, Oriental Mindoro
Mansalay aims to strengthen its agricultural and fishery production being a traditional agriculture area. Farming and fishing are the primary form of living in the community.
Agricultural Production and Land Utilization
A total of 2, 519.699668 hectares of agricultural lands in the municipality is devoted to rice production. This accounts to 15 percent of the total agricultural area of the municipality. Areas provided with irrigation cover 740.887048 hectares while the remaining is rain-fed. Irrigation facilities in the municipality are provided by the National Irrigation Administration (NIA), Department of Agriculture (DA), and LGU-Mansalay.
Crop Production and Land Utilization by Type
The major crops produced in the municipality are composed of rice, corn, coconut, banana and cassava/rootcrop. The average rice production for the year 2015 was placed at 4.86 metric tons per hectare. On the other hand, the average yields for corn accounts to 4.5 metric tons per hectare. Table below would show crop production data and the product market for the year 2015. All of the barangays in the municipality are rice-producing barangays. Other produce are vegetables, rootcrops, and other cash crops. Indian mango, lanzones, guava and atis is a diminishing variety of indigenous fruits in the municipality because of scarce market.

In terms of agrarian related concerns there is approximately 1, 245 hectares of agrarian reforms areas in the municipality (Barangay Sta. Brigida, Balugo, Sta. Maria), and 447 agrarian reform beneficiaries (ARBs). All barangays have CARPable lands. Table 5.1.1.1.4 would indicate that there are 1, 692 total number of agrarian beneficiaries in Mansalay.

Livestock and Poultry Production
Mansalay has a number of livestock and poultry productions which is mostly of backyard type. Large animals are generally sold directly to consumers with other buyers consisting of traders and middlemen. In some cases, major market centers serve as venue to distribute the animals. Chicken has the highest number of farm animals distributed in the area as of 2012. Unfortunately, no latest animal inventory is available.

Fisheries and Aquaculture
Fishing is a way of life in Mansalay obviously because eight (8) of its 17 barangays are coastal communities. Mansalay municipal waters cover approximately 33, 000 hectares of marine area; 170 hectares of brackish water; 54.65 kilometers of rivers/creeks, and 268 hectares of marine protected areas (MPA).
The fishing industry has three sub-sectors: (1) marine fisheries, (2) rivers and (3) fish ponds. For marine fisheries, the tuna industry has the highest fish catch and for those cultured species, the milk fish and tilapia production has a potential.
Fish catches from the municipal waters include galunggong, alumahan, matambaka, dilis, pusit, amarilis, hiwas, manamsi and tulingan, squid, crabs and even octopus. Milk fish, tilapia and shrimps are the cultured species grown in fishponds. Fishponds located in B. Del Mundo are assumed to have the largest production since it has the largest coverage—92 hectares.

Forest Production
Mansalay have production forests that are devoted mainly for the production of forest products and other services. These are forestlands, not classified as protection forests, which include agro-forests, timber production and watershed areas. The areas for forest production are below 500 meters above sea level. For timber production, the areas are under the National Greening Program (NGP) of the Department of Environment and Natural Resources (DENR). The total watershed area is 30, 764 hectares. On the other hand, the Existing Land Use contain the land area covered by protection and protection forests. The table below shows the location and the area of forest lands for both production and protection forests.
One of the big issues in forest production is the absence of record to show area and production within forestland in the municipality. This is a big challenge for LGU Mansalay to create mechanisms for such purposes. On the other hand, there are no forest concessionaires identified in the municipality.
Support Systems
Physical Infrastructure
The municipality has irrigation facilities constructed and established with the assistance of the National Irrigation Administration (NIA), the local government unit (LGU Mansalay), and the Irrigator’s Association (IAs). Other support infrastructure for agriculture are privately-owned milling facilities, multi-purpose drying pavements and flatbed dryers, market facilities, warehouses, and farm to market roads. Refer to the list in the table below.
Agricultural facilities and services, though available, has to be further enhanced and should be distributed municipal-wide, this is in consideration of the municipality’s huge agricultural area. Roads and transport are critical facilities because it affects the quality of products, such as the probability of spoilage will increase. To a large extent, roads and transport will directly affect the price of agricultural products.

Credit And Finance
Mansalay has one rural bank (Banco Alabang, Inc.) and four microfinance institutions located in Poblacion, Sta. Teresita and Villa Celestial offering credit and financial services to Mansaleños. The microfinance establishments comprise of Card Bank Incorporated, Lifebank Foundation Incorporated, Mansalay Agriculture and Fisheries Development Cooperative (MAFDECO) and Taytay sa Kauswagan.
Cardbank, Lifebank and MAFDECO provide agricultural, emergency, educational, and housing loans. Cardbank is the most used credit agency in the municipality. Some of the agriculture-related associations in the municipality that benefit from different agricultural and production loans o there financial institutions include Pantalan Fishermen Association, Budburan Farmers, Fishermen and Laborer Association (BUFFAL), Cagulong Farmers and Fisherfolks Association Thrust and Integrated Development Inc. (CAFFATID), Budburan Fisherman and Farm Workers Association, Maliwanag Farmers Association, MLCW, Samahan ng mga Kristiano at Hanunuo sa Patubig, Mansalay Farm Labor Association (MFLA), Samahang Pangkabuhayan sa Sitio Lamak (SAPILAK), Mansalay Corn-based Farmer’s Scientist Association, Lumunan sa Barangay Panaytayan, Samahang Magpapatubig ng Mansalay Inc., Sinariri Indigenous Cultural Community Association for Development (SICCAD), Waygan United Farmer’s Assocaition, Teresita Farmer’s Association, and Wasig Communal Irrigation Association.
Agricultural And Forest Support Program And Technical Assistance
Agricultural and Forest Support Program and Technical Assistance Agricultural and forest programs, projects and activities funded in year 2016 are listed in Table below. There are also national programs from the DA and DENR which are being implemented by LGU Sablayan such as Agri-Pinoy Program, Food Self Sufficiency Program (FSSP), and National Greening Program (NGP). Aside from these, Mansalay is also implementing forest programs like mangrove rehabilitation in cooperation with the DENR, CI, and BFAR Region IV-B.
