Bulalacao, Oriental Mindoro
Bulalacao, officially the Municipality of Bulalacao, (formerly known as San Pedro[4]), is a 3rd class municipality in the province of Oriental Mindoro, Philippines. According to the 2015 census, it has a population of 39,107 people.
Production and Land Utilization by type
The total agricultural land in Bulalacao is 10, 325.80 hectares. The area devoted to rice has an approximate area of 2, 248 hectares which accounts to 21.77 percent of the total agricultural area of the municipality (Table 5.1.1.1.1). There are three barangays with communal irrigation system with has a total of 4 hectares service area—Cambunang, Maujao, Nasucob.

Comparative agricultural crop areas and production for the years 2014 and 2015 are shown in Table 5.1.1.1.2. The minimal increases in agricultural production areas and the volume of production were brought about by the provision of support infrastructure that require lands such as roads and drying pavements and the conversion of lands.

Major and minor agricultural occupations or groups are concentrated in the rural areas than the urban barangays. The most number of workers are those involved in livestock raising posting about 2, 200 persons, followed by fishermen with 2, 100. There are approximately 6,016 registered individuals employed in the agricultural sector.

In terms of agrarian related concerns there are four barangays classified as agrarian reform communities (ARC): San Roque, Cambunang, Nasucob, Balatasan, San Juan. Given below is the respective coverage of these ARC communities.

The ARC has a combined total CARP scope of 1, 798 hectares. The recent data is as of September 30, 2009 where the total cumulative accomplishment is placed at 1, 441 hectares, benefitting 954 ARBs. This data still holds true for the year 2015.
Bulalacao used to be known figure as supplier of large cattle in the province and in nearby provinces as Occidental Mindoro, Batangasand Antique. In the early 80‘s when the peace and order situation of the municipality worsened, the production of large cattle decreased.There were six (6) ranches for cattle and goat producing significant number of livestock on commercial scale before. Backyard livestock farming became an alternative livelihood activity to livestock farmers. These agricultural activities augment the income on crops. Farmers prefer raising of swine, goat and native chicken. Broiler raising is also being tried for backyard production. However, cost of production is high because of the high cost of feeds coming from Roxas and nearby towns.
However, in the recent years, when peace and order situation was contained, livestock raising become active and profitable again. Table below indicates the livestock and poultry production for the year 2015.

Fisheries and Aquaculture
Fishing is considered a major economic activity in Bulalacao it being a coastal municipality. Its marine and fishery resources are bundant providing Mindoro Island and the neighboring provinces supply of tuna, mackerel, cavalla, grouper, snapper, anchovies and roundscod. Among the minor fish products are slipmouth, moonfish, nemeptherid, caesio, milkfish, flying fish, mullet. Other sea products are sea cucumber, seeweeds, shells, oyster, lobster, shrimps ans sea urchins and giant clams.
The major fishing grounds in Bulalacao are the Bulalacao Bay, Tablas Strait, Maasin Point, Target Island, Suguicay Bay and Buyayao Island. Municipal waters cover an approximate of 59, 200 hectares.
There are about 2,100 fishing families. Their fishing gears include ring net, gill net, hook and line, beach seine, long line and fish corral, these fishermen are aided with 1,300 fishing boats, 600 motorized & non-motorized boats. There are 48 fishermen licensed to engaged in commercial fishing with 8 fishing vessels. Fishing gears used are purse seine (pangulong), ring net (babay purse seine) and basnig. Annual production is 300 M.T.

Fish landing is at Riverside, Poblacion. The fish port is constructed at Caw-ayan, Poblacion, half kilometers away from the heart of the commercial area.
A new acquired technology in seaweeds farming was introduced by the Municipal Agricultural Office. These are located in Maasin, Milagrosa, San Francisco amd Balatasan. Annual Production is estimated at 775 M.T.
Inland fishery resources are also found in Bulalacao. A total of 394 hectares are brackish water fishponds, a 250 hectares of which are privately owned. There are 8 operators. They use traditional & semi-intensive methods of fishing. Among the species they raise are milkfish, sugpo (prawn), lapu-lapu (grouper) and mud crab. Production ranges from 2 to 2.5 metric tons/harvest.
Forest Production
Production forests have a total portion of 56.17 hectares. Illegal cutting of trees, kaingin farming and unregulated charcoal making have remained the major causes of deforestation in the area.
Mangrove areas are found in barangays San Juan (48.73 hectares), Poblacion (142.47 hectares), Balatasan (7.63 hectares), Milagrosa (37.62 hectares), and San Roque (Soguicay Island with 24.73 hectares; Libtong with 4.59 hectares; Bar-aw with 10.54 hectares; Buyayao with 2.03 hectares) with a total of 278.35 hectares.

Support Systems
Physical Infrastructure
The municipality‘s other support infrastructure for agriculture are milling facilities, ice plant, multi-purpose drying pavements, market facilities, warehouses, and farm to market roads. Refer to the list in Table 5.1.3.1.
Agricultural facilities and services, though available, has to be further enhanced and should be distributed municipal-wide, this is in consideration of the municipality‘s huge agricultural area. Roads and transport are critical facilities because it affects the quality of products, such as the probability of spoilage will increase. To a large extent, roads and transport will directly affect the price of agricultural products. There are other pending establishments of some of these facilities like the onion hangers in Cabugao and Nasucob and the village-type corn dryer in Campaasan.
